
Dear Members of the Eugene City Council-
It was a pleasure to meet you and speak before the council last night. Thank you for listening and participating in our dialogue about our efforts to find fast and economical solutions to downtown blight. We feel that the idea of Storefront Art has proven to be a positive influence in many cities around the nation. We hope that by planting these ideas and spreading our message that the seeds will grow into a fruitful harvest for the Downtown core.
At your next meeting you will be adopting an amended Urban Renewal Plan for the Downtown Urban Renewal District. We hope that you will add some teeth and vigor to some of the sections of your plan, specifically:
Section 400 – Goals and Objectives
A-2-“Eliminate blight and blighting influences;” A blighted area is characterized by the existence of one or more of the following conditions”
E-b- “Obsolescence, deterioration, dilapidation, mixed character or shifting of uses.”
E-h-“A growing or total lack of proper utilization of areas, resulting in a stagnant and unproductive condition of land potentially useful and valuable for contributing to the public health, safety and welfare.”
Attached is a copy of Section 400 and we hope that you will enforce some of the standards within, particularly concerning the existence of a number of properties downtown that have been vacant for more than 5 years.
We also hope that you will be able to recognize or reward some of the property owners that have stepped up to improve the look and conditions of their empty properties.
The Eugene Storefront Art Project is very interested in your suggestions of letting us beautify and set up art installations in some of the vacant and stagnant city properties. We are extremely excited about the possibilities, specifically in areas such as parking structures and empty windows. There is a dearth of mural art in our downtown; we have a bank of artists ready to go.
Also attached is a copy of our installation and RIGHT OF ENTRY AND LICENSE AGREEMENT, which demonstrates our commitment toward professionalism and decorum in all of our projects.
We have also met with Nan Laurence and Laura Hammond about our efforts and we hope to meet with other city officials soon.
